Chairman's welcome

Nigel Brown opened the meeting at 7.25, due to the chaos caused by a road traffic accident on the M62 which had paralysed much of the north of England for the whole day and had prevented several members from attending despite their best efforts and intentions.

The meeting marked the passing of a real servant of schools football.A wise gentleman who gave his very best efforts to serve others. Norman was admired and loved and he will be sorely missed especially on Merseyside. Those attending stood for a minute in silence in respect


The Chairman then thanked those who had managed to get to the meeting, not mentioning his own struggles to get there over four hours.


He commented on the excellent quality of the finals he had attended, not only from the playing point of view but also the organisational aspects as well. There had been a sense of occasion fitting to our aims as an association.. He thanked all those who had given so selflessly of their time and efforts to ensure the continuance of high standards and opportunities for the students at schools and colleges throughout the Northern Counties.


The Ssecretary

presented his report, which was received, drawing attention particularly to the three excellent cup finals, the retirement from Cumbria of stalwart Prothero, the efforts to extend the scope of NCSFA via Festival events at Under 14girls and Under 15boys, and the need to get our competitions scheduled and completed with a sense of momentum allied to a sense of occasion.


The treasurer

presented his report, which was received, in which he drew attention to the repeated need to use reserves in light of the decreased grant income. A discussion on finances followed.


The auditor

presented his report,  which was received. In which he praised the clarity and transparency of all the accounts which he said were in very capable hands

A discussion Forum was held

The main item was the scheduling of fixtures. The secretary opened the debate by presenting a suggested framework for our fixture programme, which identified a number of play-by dates and showed a way in which fixtures could accommodate the Open Weekend schedules for Girls as identified to Counties by the FA. This framework  was largely accepted. At the same time it was recognised that approaches to fixtures are different on both sides of the Association, East and West. There are moves on the East to set a number of “super Saturdays”, whilst on the West side there is a clear determination to ensure that their current approach is maintained whilst observing the fixture compliance “play-by dates” suggested. Mike Timberlake presented a paper on fixtures for discussion, supported by Ken Davies who was not able to get to the meeting. After discussion of the various points it was agreed that the secretary had in fact incorporated most if not all of the points raised in his suggested fixture structure


Peter Harper, South Yorkshire, drew attention to his concerns about the arrangements for International selection at Under 18 level, and requested that there needs to be much greater attention to the methodology, transparency, and selection procedures by ESFA


Owen Aiston outlined the results of an encouraging meeting held between ESFA and FA concerning the clarification of relationships so far as Girls were concerned and selection on Open Weekends.

The draw was made to ascertain the hosts for cup finals in 2016

Under 16 Girls, hosted by the winners of the West v East semi final

Under 16 Boys, hosted by the winners of the East v West semi final

Under 18 Boys, hosted by the winners of the West v East semi final


Eddie Roberts

Richard Davis of North Yorkshire spoke to the meeting to request a recognition of the very long service given to that county by Eddie Roberts. After a short discussion it was agreed unanimously that we should enrol Eddie as a Life member of the association and that a suitable scroll be prepared for presentation to him at a good opportunity.


New handbook

The list of Life members and other details are to be updated as and when the next handbook is prepared for the start of season 2015-16


New In-coming Chairman

Paul Bradley of Lancashire will be Chairman. Unfortunately he was suffering from Ofsted on the day of the meeting, and was unable to attend.


Outgoing Chairman comments

Nigel Brown said that he thought the association represented all that was good in Schools Football and thanked everyone involved for their sincere and tireless efforts to provide a great opportunity for young people
